Panel To Monitor Military’s Use Of Community-Installation Support Agreements

The Senate Armed Services Committee is interested in tracking DOD’s implementation of section 331, the new authority allowing installations and their host communities to share base support services through intergovernmental support agreements.
The committee report accompanying the fiscal 2014 defense authorization bill it passed earlier this month directs DOD to submit a report by Feb. 1, 2014, that includes:
- a review of the policy adopted by DOD to guide the development of proposals to share installation support services;
- a description of the structure and components of the agreements, including adherence to Federal Acquisition Regulations;
- guidance for delegating authority to enter into such agreements to installations; and
- a list of locations and types of services being considered to take advantage of the authority.
Section 331 was enacted in January as part of the FY 2013 authorization bill. Since then, the Air Force is considering using the authority at 15 locations where installation and community leaders have agreed to follow a prototype process to identify partnering opportunities. Just last week, the Army was scheduled to ask installation commanders to reach out to their host communities to identify potential opportunities to share municipal services and other base support functions.
