THE OFFICE OF HEALTH STRATEGY RELEASES ANNUAL REPORTS ON COST GROWTH BENCHMARK, PRIMARY CARE SPENDING TARGET AND QUALITY BENCHMARKS
(Hartford, CT) – The Office of Health Strategy (OHS) released a series of reports which analyze changes in Connecticut’s healthcare spending and quality between 2021 and 2022. The series includes the second annual Cost Growth Benchmark and The Primary Care Spend Target reports, as well as the first reported results for the 2022 Quality Benchmarks.

OFFICE OF HEALTH STRATEGY RELEASES REPORT ON THE IMPACT OF HOSPITAL AND HEALTH CARE SYSTEM CONSOLIDATION IN CONNECTICUT
(HARTFORD, CT)- The Connecticut Office of Health Strategy (OHS) released a report “Impacts of Connecticut Hospital and Health Care System Consolidation (2016-2021),” that analyzes the impact of hospital and health care system consolidation in Connecticut from 2016 through 2021.

OFFICE OF HEALTH STRATEGY, YALE NEW HAVEN HEALTH & PROSPECT CT REACH AGREEMENT ON CERTIFICATE OF NEED APPLICATIONS
(Hartford, CT) – The Office of Health Strategy (OHS), Yale New Haven Health Services (YNHHS) and Prospect CT have come to an agreement that approves the Certificate of Need (CON) application for YNHHS’s acquisition of Prospect CT’s three Connecticut hospitals – Waterbury Hospital, Rockville General Hospital, and Manchester Memorial Hospital. The settlement terms will ensure that the quality, access, equity, affordability, and cost-effectiveness standards of the CON statute are met.

The Office of Health Strategy to Modify the 2024 Cost Growth Benchmark Due to High Inflation
(HARTFORD, CT)-The Office of Health Strategy (OHS) announced today that a one-time adjustment will be made to the previously announced cost growth benchmark values. OHS will increase the 2024 Healthcare Cost Growth Benchmark target value to 4.0%, up from the previously announced 2.9% target due to the anticipated impacts of unusually high inflation occurring in the 2022 reporting year. According to Public Act 22-118, OHS is required to annually review the current and projected rate of inflation and determine whether a modification of the Healthcare Cost Growth Benchmark is indicated.

OFFICE OF HEALTH STRATEGY AND WINDHAM HOSPITAL AGREE TO STUDY BIRTHING CENTER/ENHANCE WOMEN’S HEALTHCARE AS PART OF AGREED SETTLEMENT
(HARTFORD, CT) -- The Connecticut Office of Health Strategy (OHS) has rendered a Final Decision by way of an Agreed Settlement in Hartford Healthcare’s Windham Community Memorial Hospital, Inc. Certificate of Need application. The settlement approves the request to terminate the hospital’s inpatient obstetric services if Windham studies the need for and feasibility of a birthing center and agrees to operate one if needed. Windham Hospital’s application has been approved with significant conditions to ensure continued access to affordable healthcare for residents of the Windham community.

STATEMENT FROM OFFICE OF HEALTH STRATEGY ON THE PENDING ACQUISITIONS OF PROSPECT CT, INC. BY YALE NEW HAVEN HEALTH SERVICES CORPORATION AND PROSPECT CT MEDICAL FOUNDATION, INC. BY NORTHEAST MEDICAL GROUP, INC.
(Hartford, CT) - The Office of Health Strategy has offered, and the applicants in this matter have accepted, to engage in confidential settlement negotiations. Those discussions are on-going. The Office’s goal is to reach an agreed settlement with the parties that will adequately address issues of quality, access and affordability that fall within our statutory obligations and will ensure that any acquisition is in the best interests of the residents of CT. OHS will be looking to the cooperation from the applicants needed to achieve that goal.
