Gov. Malloy Appoints Donald DeFronzo as Chairman of the Connecticut Lottery Corporation’s Board of Directors
(HARTFORD, CT) – Governor Dannel P. Malloy today announced that he is appointing Donald J. DeFronzo of New Britain to serve as Chairman of the Connecticut Lottery Corporation’s (CLC) Board of Directors, the 13-member group responsible for governing the operations and management of the quasi-public agency.
Created in 1996, the CLC is responsible under state statute for operating and managing the lottery in an entrepreneurial and business-like manner, increasing lottery revenue by “being responsive to market forces and acting generally as a corporation engaged in entrepreneurial pursuits,” and operating the lottery with integrity and for the public good. The membership of the Board of Directors are volunteers who do not receive compensation for their services.
“This is an integral position in overseeing the operations of our state lottery system, and Don will bring with him many respected years of management experience,” Governor Malloy said.
“I look forward to working with the employees and board members of the Connecticut Lottery Corporation to restore stability, confidence, and trust in the system,” DeFronzo said. “I appreciate Governor Malloy’ s confidence in assigning me this responsibility.”
DeFronzo currently works part-time as Chair Holder of the William A. O’Neill Chair in Public Policy and Practical Politics at Central Connecticut State University, a position that he has served in since 2016 and previously has been held by Governor William A. O’Neill, State Representative Bill Dyson, and State Senator Eileen Daily. As part of this position, DeFronzo teaches a class in government relations and works in the Center for Public Policy and Social Research on various projects and policy forums.
From 2011 to 2015, he served as Commissioner of the Connecticut Department of Administrative Services. He has also worked for six years as Executive Director of the nonprofit community action agency Human Resources Agency of New Britain, and for 17 years with the Connecticut Office of Policy and Management (OPM), where he was responsible for coordinative work in planning and policy development.
In addition, he has held several elected offices in Connecticut, including as Mayor of New Britain from 1989 to 1993, and as State Senator for the 6th Senatorial District of Berlin, Farmington, and New Britain from 2002 to 2011.
As required under state statute, the Governor appoints five members of the CLC’s Board of Directors, one of whom serves as chairman. The six top legislative leaders each appoint a member. The State Treasurer and Secretary of OPM serve as ex-officio members. The board appoints a president, who is responsible for the day-to-day management of the corporation.
