GOV. MALLOY: IMPROVED ACCESS TO EARLY LEARNING IS KEY TO MEETING LONG TERM EDUCATION GOALS
Signs Executive Order Creating the Office of Early Childhood
(HARTFORD, CT) - Governor Dannel P. Malloy today signed Executive Order No. 35 , recognizing the Office of Early Childhood (OEC) as the office responsible for coordinating and improving the delivery of early childhood services for Connecticut children.
"The key to improving education in our state is better access to quality early learning opportunities for every single child," said Governor Malloy. "The Office of Early Childhood represents an important step toward reaching that ultimate goal. Improved access to quality early childhood education and care means more young people get the tools they need to graduate from high school and attend college. Geography or family income should not be the determining factor for a child's future."
The Executive Order, among other things, recognizes the OEC as the lead state agency for the coordination and delivery of early childhood services and charges all state agencies with coordinating and collaborating with the OEC.
The new agency builds on work done in 2012 when Connecticut invested $9.8 million in early childhood initiatives, created 1000 new spots for early learners, invested $3 million for a tiered quality rating and improvement system, and sought collaborative partnerships for Office of Early Childhood Planning.
While the General Assembly did not pass legislation that would have detailed the transfer of authority from various state agencies to the Office of Early Childhood, the budget passed by the General Assembly and signed into law by the Governor established the Office of Early Childhood and appropriated funds to the Office for the administration of programs related to early childhood. The Governor reiterated his desire to see legislation passed at the earliest opportunity.
