Executive Order 39
Orders the creation of the Connecticut Open Data Portal, which will result in widespread amounts of raw government data to be collected, placed on the internet, and shared with the public in a major effort to increase transparency and provide a useful database that can be utilized by residents for any number of purposes.

Executive Order 38
Orders the establishment of a searchable electronic database by the Department of Economic and Community Development containing information regarding certain economic assistance and tax credits that were utilized for the purpose of recruitment or retention of businesses. It also directs the commissioner of the Department of Revenue Services to provide a report indicating the aggregate amounts of credits claimed in the previous fiscal year as well as those that are carried forward to offset future tax liabilities.

Orders a review of all state regulations more than four years old and invites the public to identify regulations that are obsolete, duplicative, excessively burdensome, or otherwise ineffective or unnecessary. It also establishes principles of smart, cost-effective, accessible and transparent regulations for future agency endeavors.

Executive Order 30
Suspends and modifies specific regulations in response to the Governor's Declaration of Civil Preparedness Emergency due to severe winter weather conditions signed on February 8, 2013 that will result in allowing emergency medical organizations to temporarily suspend transportation of patients in cases where it is determined that a transportation request is not sufficiently urgent to justify the risk of transport. Also suspends specific regulations to allow an emergency medical service provider to utilize a high clearance vehicle or other specialty vehicle to transport a patient if it is determined that the use of a basic ambulance would jeopardize the safety of the emergency medical responder and/or public.

Suspends and modifies specific statutes to permit the Town of Newtown and the Town of Monroe to enter into an agreement that will immediately allow Newtown’s Sandy Hook Elementary School to temporarily utilize Monroe’s Chalk Hill Middle School building for its classes.

Executive Order 28
Suspends and modifies specific statutes in response to the Governor's Declaration of Civil Preparedness Emergency for Hurricane Sandy signed on October 27, 2012 that will result in extending the 120-day temporary practice provision by 30 days for physical therapist assistant candidates who had been scheduled to take the October 30, 2012 licensure examination, which was postponed due to the storm.

Executive Order 27
Suspends and modifies specific statutes in response to the Governor's Declaration of Civil Preparedness Emergency for Hurricane Sandy signed on October 27, 2012 that will result in allowing any propane supplier to respond to a request to fill a propane tank irrespective of whether they are the owner of the tank.

Suspends and modifies specific statutes in response to the Governor's Declaration of Civil Preparedness Emergency for Hurricane Sandy signed on October 27, 2012 that will result in extending the tax filing deadline from October 31, 2012 to November 15, 2012 for those that pay property taxes on a quarterly basis.

Executive Order 25
Suspends and modifies specific statutes in response to the Governor's Declaration of Civil Preparedness Emergency for Hurricane Sandy signed on October 27, 2012 that will result in extending the deadline to file certain property tax exemption applications relating to farm machinery, classification of land as farmland, forest land, and open space land, and various other property tax exemptions listed in Section 12-81 of the General Statutes. Property tax exemptions normally filed by November 1, 2012 may be filed by November 15, 2012.
