The above-captioned matter was scheduled for hearing as a contested case on March 20, 2013 at 10:00 am, at which time the respondents appeared, but the complainants failed to appear to prosecute the complaint. 

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1.  The complaint is hereby dismissed for failure to prosecute.
