     The above-captioned matter was scheduled to be heard as a contested case on February 14, 2013, at which time the respondents appeared but the complainant failed to appear.  The Hearing Officer prepared a Report of Hearing Officer, which the Commission considered at its regular meeting of March 28, 2013, and then granted the complainant’s request to reopen the matter.  The complainant subsequently withdrew his complaint by letter received April 26, 2013.  The Commission takes administrative notice of such letter.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  Based on the withdrawal of the complaint, the complaint is dismissed.
