     The above-captioned matter was heard as a contested case on May 29, 2013, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the complaint. 
     By letter received and filed with the Commission on May 31, 2013, the complainant stated that he wished to withdraw his complaint in the above-captioned matter.  The Commission takes administrative notice of such letter. 
     The following order by the Commission is hereby recommended on the basis of the withdrawal:
 1.  The complaint is dismissed.
