     The above-captioned matter was heard as a contested case on April 18, 2012, at which time the complainants and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.  After some evidence was heard, the matter was scheduled to be continued on July 20, 2012.  Prior to that date, the complainants withdrew their appeal against all respondents by e-mail sent to the Clerk of the Freedom of Information (“FOI”) Commission on July 13, 2012.  The Freedom of Information Commission takes administrative notice of such withdrawal.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. Based on the withdrawal of the complaint, the complaint is dismissed.
