The above-captioned matter was scheduled to be heard as a contested case on January 6, 2012 at 10 a.m. at which time the complainant and the respondent both failed to appear.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1. The complainant is hereby dismissed, for failure to prosecute.
