The above captioned matter was heard as a contested case on October 17, 2011, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the complaint. The hearing officer filed a Report of Hearing Officer on November 28, 2011. By email dated June 11, 2012, the complainant stated that he wished to withdraw his complaint. The Commission takes administrative notice of such withdrawal.

     The Commission recommends the following orders on the basis of the record:

     1. Based on the withdrawal of the complaint, the case is hereby dismissed.
