The above-captioned matter was scheduled to be heard as a contested case on March 29, 2012, at 9:30 a.m., at which time the respondents appeared. 

The complainant, who was incarcerated when he filed his complaint but was released on March 28, 2012, did not appear.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed for failure to prosecute.
