The above-captioned matter was scheduled to be heard as a contested case on October 7, 2011 at 11:00 A.M., at which time the respondents appeared, but the complainant did not appear to prosecute the case.  The hearing officer is not aware that the complainant requested that the contested case hearing be rescheduled, or in any way informed the Commission that he was unable to appear on October 7, 2011.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed.
