     Respondents

     The above captioned matter was heard as a contested case on June 27, 1978 at which time the complainant and the respondents appeared, stipulated to certain facts, and presented testimony, exhibits and argument on the complaint.
     After consideration of the entire record, the following facts are found:
     1.  The respondent commission is a public agency as defined by §1-18a(a), G.S.
     2.  On May 2, 1978, the complainant appeared in the office of the respondent commission and asked to see the unapproved minutes of a meeting of the respondent commission held on April 14, 1978 meeting.
     3.  The complainant was not allowed to see the minutes as requested, from which the present appeal was filed with the Commission on May 2, 1978.
     4.  §1-21, G.S., requires that the minutes of meetings be available for public inspection "...within seven days of the session to which they refer...".
     5.  It is found that the failure to make the aforesaid minutes available to the complainant for inspection on May 2, 1978 constitutes a violation of §1-21, G.S.
     6.  It is further found that such denial was not wilful.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above captioned complaint:
     1.  Henceforth, the respondent commission shall make the minutes of its meetings available for public inspection within seven days of the session to which they refer as required by §1-21, G.S.
