In the Matter of a Complaint by

     The above captioned matter was heard as a contested case on June 27, 1978, at which time the complainant appeared and pre¬sented testimony and argument on the complaint. The respondent office answered by two affidavits filed by its director on July 12, 1978 and October 11, 1978 respectively.
     After consideration of the entire record, the following facts are found:
     1.  The respondent office is a public agency as defined by §1-18a(a), G.S.
     2.  By letter dated March 15, 1978, the complainant requested from the respondent office an accounting of expenditures made under a certain grant from the United States Department of Housing and Urban Development.
     3.  On May 16, 1978, the respondent office, in response to such request, mailed the complainant a breakdown of contracts under said grant. This breakdown included the names of contracts entered into and the amount expended.
     4.  By letter of complaint filed with this Commission on June 9, 1978, the complainant alleged that he had been denied a complete and unabridged copy of all of the expenditures of such grant based upon an apparent discrepancy between the aforesaid amount and the total dollar amount of the grant.
     5.  On July 6, 1978, the respondent office  mailed to the com¬plainant a breakdown of all expenditures, not limited to amounts expended for contracts, but including expenditures for every category for which funds were allotted under said grant.
     6.  Most recently, by affidavit dated October 11, 1978, the respondent office provided that complainant and the Commission with a detailed explanation of contract expenditures under such grant occurring after the date of the complainant's initial request.
     7.  It is found that the complainant has received the complete expenditures of such grant as requested.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above captioned complaint.
     1.  The complaint is hereby dismissed
