In the Matter of a Complaint by

     Complainants
     against
Docket #FIC78-39
Town of Tolland; and the Board
of Tax Review of the Town of Tolland,
     Respondents
April 12, 1978

     The above captioned complaint was heard as a contested case on April 10, 1978, at which time the complainants and the respondents appeared, stipulated to certain facts and presented argument on the complaint.
     After consideration of the entire record, the following facts are found:
     1.  The respondent board is a public agency as defined by §1-18a(a), G.S.
     2.  By letter filed with the Commission on March 6, 1978, the complainants alleged that the respondent board did not file minutes for its meetings of February 1, 4, 8 and 11, 1978.
     3.  The respondent board admitted that it has not kept minutes for any of its meetings, including its meetings of February 1, 4, 8 and 11, 1978.
     The following order of the Commission is hereby recommended on the basis of the record concerning the above captioned complaint:
     1.  Henceforth, the respondent board shall keep minutes for all of its meetings. Such minutes shall be made available for public inspection within seven days of the session to which they refer, as required by §1-21, G. S.
