of the Town of Branford,
     Respondents
March 8, 1978

     The above captioned matter was consolidated for hearing with In the Matter of a Complaint by David A. Faulknor, Lois C.  Flesche, and the Branford Review against Town of Branford and  Board of Education of the Town of Branford, docket #FIC78-14, both matters having raised substantially the same basic facts and questions of law.
     Both matters were heard on March 3, 1978, at which time the parties hereto agreed to the following:
     1.  The respondent board will in the future comply with the Freedom of Information Act concerning notice to special meeting and the procedure required for holding an executive session.
     2.  With respect to the second executive session held on January 4, 1978, the respondent board will provide the complainants with the reason for the cancellation of the school bus contract no later than March 13, 1978.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above captioned complaint:
     1.  This matter is dismissed subject to paragraphs 1 and 2 above which shall have the same effect as an order issued pursuant to ยง1-21i, G.S.
