     The above captioned matter was heard as a contested case on March 27, 1978, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the complaint.
     By letter filed with the Commission on April 4, 1978, the complainant advised the Commission that he had accepted the material offered by the respondents in the form offered. Accordingly, he requested that his complaint in this matter be withdrawn.
     The following order by the Commission is hereby recommended on the basis of the foregoing:
     1.  The complaint is hereby dismissed.
