Final Decision FIC2015-795
In the Matter of a Complaint by
FINAL DECISION
Susan Skipp,
     Complainant
     against
Docket #FIC 2015-795
Commissioner, State of Connecticut,
Department of Social Services, Bureau
of Child Support Enforcement; and
State of Connecticut, Department of
Social Services, Bureau of Child
Support Enforcement,
     Respondents
May 25, 2016

The above-captioned matter was scheduled to be heard as a contested case on April 5, 2016 at 2:30 P.M., at which time the respondents and their counsel appeared, but the complainant did not appear to prosecute the case.
The hearing officer notes that Assistant Attorney General Tanya Feliciano DeMattia, counsel for the respondents, appeared at the hearing with her witness, Edgar Young, Program Manager for the Department of Social Services, Bureau of Child Support Enforcement.  It is further noted that both Attorney DeMattia and Mr. Young represented that, prior to the scheduled hearing, they had spent considerable time gathering and reviewing the records requested by the complainant.  Attorney DeMattia also represented that the respondent agency’s responsive records were provided to the complainant on January 6, 2016.  Finally, Attorney DeMattia represented that, since January 6, 2016, she has attempted to contact the complainant several times to confirm that this matter may be considered closed, but she had not received a response from the complainant.
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. The complaint is hereby dismissed.
     2. The complainant is admonished for her failure to appear at the hearing in this matter, which failure resulted in a waste of scarce state resources.
Approved by Order of the Freedom of Information Commission at its regular meeting of May 25, 2016.
