The above-captioned matter was heard as a contested case on March 10, 2016, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the above captioned complaint.  After the respondents provided the complainant with a copy of a record he had requested, the complainant stated that he wished to withdraw his complaint.

     The following orders by the Commission are hereby recommended on the basis of the record:

     1. Based on the withdrawal of the complaint, the case is hereby dismissed.

     2. Particularly because the parties are likely to continue to have substantial interaction concerning Freedom of Information Act issues, the Commission commends both parties for having reached a settlement without full adjudication and also expresses the hope that the parties will continue to attempt to mediate their differences in a good faith, collegial spirit.
