     The above-captioned matter was heard as a contested case on February 9, 2016, at which time the complainant and the respondents appeared. 
     After the hearing was opened, and during the evidentiary portion of the proceeding, the complainant orally withdrew his complaint. The Freedom of Information Commission takes administrative notice of such withdrawal, which was digitally recorded.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. Based on the withdrawal of the complaint, the complaint is dismissed.
