     The above-captioned matter was heard as a contested case on February 2, 2016, at which time the complainant and respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. 
     Following the hearing, by email dated April 27, 2016, the complainant withdrew her complaint in this matter.  The Commission takes administrative notice of such withdrawal.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. Based on the withdrawal of the complaint, the case is hereby dismissed.
