The above-captioned matter was heard as a contested case on February 1, 2016, at which time the complainant and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. 

     The hearing was continued to allow the parties additional time to pursue an alternative resolution to the complainant’s concerns regarding the conduct of the respondent Commission and its chairman.

     By letter dated March 4, 2016, and received on March 7, 2016, the complainant withdrew her complaint.  The Commission takes administrative notice of such letter.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1. Based on the complainant’s letter of withdrawal, the complaint is hereby dismissed.
