     The above-captioned matter was heard as contested case on February 16, 2016, at which time the complainant and the City of Hartford respondents appeared.  The complainant, who is incarcerated, appeared via teleconference, pursuant to the January 2004 memorandum of understanding between the Commission and the Department of Correction.  See Docket No. CV 03-0826293, Anthony Sinchak v. FOIC et al, Superior Court, J.D. of Hartford at Hartford, Corrected Order dated January 27, 2004 (Sheldon, J.).
     At the hearing, the City of Hartford respondents introduced evidence showing that the requested records had been forwarded to the Department of Correction for delivery to the complainant.  By notice dated March 8, 2016, the case caption was modified to reflect the addition of the Department of Correction respondents, and by notice dated March 10, 2016, a continued hearing was scheduled for April 6, 2016.  On April 5, 2016, the complainant filed a written withdrawal with the Commission.  The Commission takes administrative notice of such withdrawal.
     The Commission recommends the following order on the basis of the record:
     1. Based on the withdrawal of the complaint, the case is hereby dismissed.
