     The above-captioned matter was consolidated for hearing with Docket #FIC 2015-596, George Mulligan v. Mayor, Town of Stratford; Finance Director, Town of Stratford; and Town of Stratford.  Both matters were scheduled for hearing as contested cases on November 3, 2015 at 2:30 p.m., at which time the respondents appeared through counsel.  However, the complainant failed to appear.1

The Commission takes administrative notice of the USPS tracking slip No. 9171999991703416385531 showing that the Notice of Hearing and Order to Show Cause dated October 19, 2015 was delivered to the complainant on October 23, 2015.
     The hearing officer opened the hearing at 2:45 p.m., at which time the respondents’ counsel provided a brief summary of the respondents’ efforts to prepare for this scheduled hearing.  The hearing officer closed the hearing at 2:46 p.m. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. The complaint is hereby dismissed for failure to prosecute.
