The above-captioned matter was consolidated for hearing with Docket #FIC 2015-596, George Mulligan v. Mayor, Town of Stratford; Finance Director, Town of Stratford; and Town of Stratford.  Both matters were scheduled for hearing as contested cases on November 3, 2015 at 2:30 p.m., at which time the respondents appeared through counsel.  However, the complainant failed to appear.¹

     The hearing officer opened the hearing at 2:45 p.m., at which time the respondents’ counsel provided a brief summary of the respondents’ efforts to prepare for this scheduled hearing.  The hearing officer closed the hearing at 2:46 p.m. 

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1. The complaint is hereby dismissed for failure to prosecute.
