     The above-captioned matter was heard as a contested case on November 3, 2015, at which time the complainants and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. 
     However, by letter dated November 13, 2015, the complainant indicated that she wished to withdraw her complaint.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. Based on the complainant’s letter of withdrawal, the complaint is hereby dismissed.
