     The above-captioned matter was heard as a contested case on September 11, 2015, at which time the respondents appeared and presented sworn testimony through two witnesses, an extensive exhibit and argument on the complaint.
     A continued hearing was held on September 18, 2015, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the complaint. After the complainant had an opportunity to examine thoroughly the respondent Town Manager concerning the records that had been disclosed, the complainant stated that he wished to withdraw his complaint.
     The Commission recommends the following order on the basis of the record:
     1. Based on the withdrawal of the complaint, the case is hereby dismissed.
