     The above-captioned matter was scheduled to be heard as a contested case on September 8, 2015, at 9:30 a.m., at which time the respondents appeared with a witness and counsel; however, the complainant failed to appear. 
     The order to show cause was mailed to the complainant’s last known address but was returned as undeliverable.  The respondents represented that the complainant had recently been released from incarceration.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. The complaint is hereby dismissed for failure to prosecute.
