The above-captioned matter was scheduled to be heard as a contested case on September 3, 2015, at 1:00 P.M., however, neither the complainant nor the respondents appeared for the hearing.

     The Commission notes that the Notice of Hearing and Order to Show Cause was sent by certified mail to all of the parties in this case on August 13, 2015.  The Commission further notes that there is documentation in the administrative record evidencing that the parties received notice of the scheduled hearing on August 14, 2015.  Finally, the Commission notes that none of the parties filed a motion requesting that the hearing be rescheduled. 

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1. The complaint is hereby dismissed.

     2. The parties are admonished for their failure to appear at the hearing in this matter, which failure resulted in a waste of scarce state resources.
