In the Matter of a Complaint by
FINAL DECISION

     Respondents
November 18, 2015

     The above-captioned matter was heard as a contested case on July 27, 2015, at which time the respondents appeared, but the complainant failed to appear.  Because the Commission used an incomplete address to serve the notice of hearing on the complainant, a corrected notice of hearing was served, with the hearing to be held on September 16, 2015.
     By email dated and filed on September 15, 2015, the complainant requested that his complaint be withdrawn.  The Commission takes administrative notice of such withdrawal.
     The following order by the Commission is hereby recommended on the basis of the record:
     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.
