     The above-captioned matter was scheduled to be heard as a contested case on July 24, 2015, at 9:30 a.m., at which time the complainant and the respondents appeared.  The complainant, who is incarcerated, appeared via teleconference, pursuant to the January 2004 memorandum of understanding between the Commission and the Department of Correction.  See Docket No. CV 03-0826293, Anthony Sinchak v. FOIC, Superior Court, J.D. of Hartford at Hartford, Corrected Order dated January 27, 2004 (Sheldon, J.). 
     Prior to the start of the hearing, the parties requested an opportunity to conduct off the record settlement discussions without the presence of the hearing officer.  The hearing officer granted the request.  Thereafter, on the record, the complainant and the respondents stated the terms of their settlement of the complaint, and the complainant stated that, based upon the settlement, he wished to withdraw his complaint in this case. 
     The following order by the Commission is hereby recommended on the basis of the withdrawal of the above-captioned complaint:
     1.  Based upon the withdrawal, the complaint is dismissed.
