     The above-captioned matter first was scheduled to be heard as a contested case on June 29, 2015, at 9:30 a.m., at which time the respondents were present but the complainant failed to appear.  The matter then was rescheduled to be heard on August 13, 2015, at 11:00 a.m., at which time the respondents, including one witness, were present but the complainant again failed to appear.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is hereby dismissed.
