     The above-captioned matter was heard as a contested case on July 23, 2015, at which time the complainant and the respondents appeared to stipulate to certain facts and present testimony, exhibits and argument on the complaint. 
     For purposes of hearing, the above-captioned matter was consolidated with Docket #FIC 2015-115; Robert Cushman v. Chief, Police Department, Town of Plainville; Police Department, Town of Plainville; and Town of Plainville.
     At the hearing on this matter, the complainant stated that he wished to withdraw his complaint in the above captioned matter.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  Based on the complainant’s withdrawal, the complaint is hereby dismissed.
