     The above-captioned matter was heard as a contested case on June 15, 2015, at which time the complainant and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. 
 
     Based upon an agreement reached at the hearing, the respondents provided the complainant with the records responsive to the request that was at issue in this appeal and the complainant indicated at the hearing on this matter that he wished to withdraw his complaint.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1. Based on the complainant’s withdrawal, the complaint is hereby dismissed.
Approved by Order of the Freedom of Information Commission at its regular meeting of September 24, 2015.
