The above-captioned matter was heard as a contested case on May 28, 2015, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the above captioned complaint. After the respondents presented evidence that the subject of the requested record had withdrawn his earlier objection to disclosure, and the requested record was provided at the hearing to the complainant, the complainant stated that he wished to withdraw his complaint.

     The following orders by the Commission are hereby recommended on the basis of the record:

     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.

     2.  The Commission commends both parties for their review of the merits of the case and for having reached a settlement without full adjudication.
