The above-captioned matter was scheduled to be heard as a contested case on April 9, 2015, at which time the complainants and the respondents appeared.

     After the hearing officer opened the hearing, but before any evidence was taken, the hearing was recessed for the parties to discuss settlement.  The complainants subsequently notified the Freedom of Information Commission by e-mail dated April 14, 2015, that the parties had resolved the matter and that the complainants withdrew their complaint.  The Freedom of Information Commission takes administrative notice of such email.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1.  Based on the withdrawal of the complaint, the complaint is dismissed.
