     The above-captioned matter was scheduled to be heard as a contested case at 9:30 a.m. on February 18, 2015, at which time the respondents appeared with a witness and counsel, but the complainant failed to appear.  The hearing officer opened the hearing at 9:49 a.m., at which time the respondents presented testimony and argument on the complaint.  The hearing officer closed the hearing at 9:57 a.m. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is hereby dismissed for failure to prosecute.
