     The above-captioned matter was heard as a contested case on March 12, 2015, and April 13, 2015, at which times the complainant and the respondents appeared and presented testimony, exhibits and argument on the above captioned complaint.
     Following the review of considerable evidence, the complainant stated at the April 13, 2015 hearing that he wished to withdraw his complaint.
     The following orders by the Commission are hereby recommended on the basis of the record:
     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.
     2.  The Commission commends both parties for their review of the merits of the case and for having reached a settlement without full adjudication.
