     The above-captioned matter was heard as a contested case on February 26, 2015, at which time the complainant and the respondents appeared and presented testimony, exhibits and argument on the complaint.  During the hearing, the parties requested a recess for the purpose of conducting off the record settlement discussions without the presence of the hearing officer.  The hearing officer granted the request.  Thereafter, on the record, the complainant stated that he wished to withdraw his complaint in in this case. 
     The following order by the Commission is hereby recommended on the basis of the withdrawal of the above-captioned complaint:
     1.  Based upon the withdrawal, the complaint is dismissed.
