The above-captioned matter was scheduled to be heard as a contested case on October 29, 2014, at which time the respondents appeared and were prepared, with witnesses, to proceed.  However, the complainants failed to appear.

     For purposes of hearing, this matter was consolidated with Docket #FIC 2014-204; John Hollis and David Samuels v. Commissioner, State of Connecticut, Department of Mental Health and Adddiction Services; and State of Connecticut, Department of Mental Health and Addiction Services.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1. T he complaint is hereby dismissed for failure to prosecute.
