     The above-captioned matter was scheduled to be heard as a contested case on September 29, 2014 at 9:30 a.m., at which time the respondents appeared, but the complainant failed to appear. At the hearing, the respondents moved to dismiss the complaint based upon their representation that they had made inquiry and determined that the complainant was now deceased.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1. The complaint is dismissed for failure to prosecute.
