     The above-captioned matter was scheduled to be heard as a contested case on November 5, 2014.  Immediately prior to the hearing being opened in this matter, the complainant and respondents met for a settlement conference.  At the time that the hearing was opened, the respondents were present.  The complainant was not present.  For purposes of hearing, the above-captioned matter had been consolidated with Docket # FIC 2014-056; Edward Peruta and American News and Information Services, Inc. v. Dora Schriro, Commissioner, State of Connecticut, Department of Emergency Services and Public Protection; and State of Connecticut, Department of Emergency Services and Public Protection.
     The hearing officer opened the hearing at which time the respondents informed the Commission that they believed that, based on settlement discussions prior to the hearing, the parties had reached a settlement agreement.  Subsequently, by email dated November 5, 2014, the complainant filed a withdrawal of the complaint with the Commission.  The Commission takes administrative notice of such withdrawal.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.
