     The above-captioned matter was heard as a contested case on September 25, 2014, at which time the complainants and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.  For purposes of hearing, the matter was consolidated with Docket #FIC 2014-051; Edward Peruta and American News and Information Services Inc. v. Dora Schriro, Commissioner, State of Connecticut, Department of Emergency Services and Public Protection; and State of Connecticut, Department of Emergency Services and Public Protection; and Docket #FIC 2014-052; Edward Peruta and American News and Information Services Inc. v. Dora Schriro, Commissioner, State of Connecticut, Department of Emergency Services and Public Protection; and State of Connecticut, Department of Emergency Services and Public Protection.
     Subsequent to the hearing and by letter dated October 31, 2014, the complainants informed the Commission that they were withdrawing their complaint.  The Commission takes administrative notice of such withdrawal.
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  Based on the withdrawal of the complaint, the complaint is hereby dismissed.
