The above-captioned matter was heard as a contested case on April 14, 2014, at which time the complainant and the respondents appeared and presented testimony and argument on the complaint. The parties also expressed their desire to negotiate a resolution of the case following the hearing. By email dated May 27, 2013, the complainant requested the withdrawal of his complaint in this docket. The Commission takes administrative notice of such withdrawal.

     The following orders by the Commission are hereby recommended on the basis of the record:

     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.

     2.  The Commission commends all parties on having reached a settlement without full adjudication.
