     The above-captioned matter was scheduled to be heard as a contested case on February 27, 2014 at 11:00 A.M., at which time the respondents and their counsel appeared, but the complainants did not appear to prosecute the case.  The hearing officer notes that counsel for the respondents appeared with Steven Manley, the respondents’ Director of Technical Services, and Director Manley was prepared to testify at the contested case hearing.  The hearing officer also notes that counsel had assembled documents well over a foot high, which were to be offered into evidence in this case.  
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is hereby dismissed.
