The above-captioned matter was scheduled to be heard as a contested case on January 23, 2014, at which time the respondents appeared, but the complainant failed to appear.  The matter was continued by the hearing officer and the respondents did not object to continuing the hearing to a later date.

     On March 27, 2014, the complainant filed with the Commission a withdrawal of the complaint in this matter.  The Commission takes administrative notice of such withdrawal.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1.  Based on the withdrawal of the complaint, the complaint is hereby dismissed.
