The above-captioned matter was heard as contested case on January 15, 2014, at which time the complainant and the respondents appeared and presented testimony and argument on the complaint.

     By email dated April 2, 2014, the complainant requested that his complaint be withdrawn. The Commission takes administrative notice of such withdrawal.

     The following orders by the Commission are hereby recommended on the basis of the record:

     1.  Based on the withdrawal of the complaint, the case is hereby dismissed.

     2.  The Commission commends the parties on having reached a settlement without full adjudication.
