The above-captioned matter was heard as a contested case on November 15, 2013, at which time the complainant and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.  For purposes of hearing, this matter was consolidated with the Docket #FIC 2013-368; Arthur Kureczka v. Jeffrey Bridges, Town Manager, Town of Wethersfield; and Town of Wethersfield.

     After the hearing in this case was opened, and a significant amount of testimony was received and documents were taken into evidence, it became apparent to the complainant that the records he had requested from the respondents were now ready for his review and/or copying.  At such time, the complainant informed the hearing officer that he desired to withdraw this complaint.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1.  Based on the complainant’s withdrawal, all matters in this case are considered settled and the case is hereby dismissed.
