     The above-captioned matter was heard as a contested case on December 9, 2013, at which time the complainants and the respondent appeared and stipulated to certain facts.
     The parties met privately before the hearing to discuss the complaint, and the respondents provided the complainant with the records he had requested, and the complainant withdrew his complaint.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is dismissed.
