     The above-captioned matter was scheduled to be heard as a contested case on July 25, 2014, at which time the complainant and the respondents appeared.   
     Following a preliminary introduction of the case and review of the hearing procedures on the record, the parties agreed to go off the record to see if they could stipulate to certain facts and exhibits.  While off the record, the parties agreed to hold a settlement conference without the presence of the hearing officer.  After the hearing officer was called back into the hearing room, counsel for the respondents stated that having received payment of the requested copying fees, the respondents had provided the complainant with redacted copies of all responsive records.  In consideration of such settlement, the complainant withdrew the complaint. 
     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
     1.  The complaint is hereby dismissed.
     2.  The Commission commends the parties on having reached a settlement in this matter without full adjudication.
